It was indeed a legal grey area and anyone who has access to a range of Sullivan's mags from the 70s (hattertim perhaps ?) should be able to confirm that the censorship varied from issue to issue with some clearly showing vibrators, vegetables etc inserted and then a couple of issues down the line a similar scene would be censored. I think Sullivan's approach was fairly cynically to maximize profits and was essentially taking a big risk with odd issues to see if they were seized from the newsagents (who had them on sale or return) and if they weren't the punters would be sure to buy the next issue expecting the same but actually get fairly mild stuff until the next time he decided to put out a stronger issue. Similarly the local porn squads were kept guessing as unless they did "test purchases" every month, they would never be certain whether a given title was likely to be obscene or not.
