According to the IWF homepage they are a charity whose aim is to remove access to "child sexual abuse content hosted anywhere in the world and criminally obscene and incitement to racial hatred content hosted in the UK" (a noble cause) this they do by producing a list of "potentially illegal content", which they provide to their members.
This basically means any site that does not check each and every upload prior to adding it to their accessible servers stands a good chance of eventually being listed.
Although their aims are laudable this method could eventually blacklist any site that allows public uploads.

My recommendation complain to your ISP then change to a more reasonable provider.
